Forgot your password? Problems registering? Want to create new users in the system? Here you will find the answer to the most frequently asked questions about the online declaration.

Log in

How do I log on?

Upon registration or creation of a new user, the person will receive 2 separate emails, one with a user name and one with a temporary password.

At the first log-in, you will be asked to modify the temporary password. Please change your password taking into account the following conditions:

  • The password consists of at least 10 characters.
  • The password is different from the 2 previous passwords.

TIPS:

  • We recommend you not to use obvious passwords such as your first name, name or username. A strong password can be created by using for example a combination of 2 random words, both letters and numbers, uppercase and lowercase letters, ...
  • To increase the security level by connecting, we recommend you to connect with electronic identitycard (eID) or with a certificate.

Note: it is standard procedure to log in with user name and password only. If the Responsible person in charge wishes to increase the security level, he will ask the user to log in with an eID or with a certificate.

 

Do I use FostPack or ePack?

The type of declaration that you submit, can already help you in the selection of the application:

  • FostPack: in FostPack you can submit any type of declaration for Fost Plus (turnover declaration, fixed price declaration, ...) 
  • ePack: is only possible for joint members of Fost Plus and VAL-I-PAC who fill in  a detailed declaration based on packaging sheets.
  • Joint members that don't submit a detailed declaration, have to use FostPack to fill  in the Fost Plus declaration. Contact VAL-I-PAC for more information on their declarations..

Is only possible for joint members of Fost Plus and VAL-I-PAC who fill in  a detailed declaration based on packaging sheets. The Responsible person in charge of your company can always consult the 'User Management' to check whether you need to log in in FostPack or in ePack.

The application you can use, is also mentioned in the e-mail with more information on the declaration that has to be completed.

I have to change my password. Are there any conditions I have to take into account?

For security reasons, the password needs to be changed every 6 months. Please change your password by taking into account the following conditions:

  • The password consists of at least 10 characters.
  • The password is different from the 2 previous passwords.

TIPS:

  • We recommend you not to use obvious passwords such as your first name, name or username. A strong password can be created by using for example a combination of 2 random words, both letters and numbers, uppercase and lowercase letters, ...
  • To increase the security level by connecting, we recommend you to connect with electronic identitycard (eID) or with a certificate.

I forgot my username/password. How can I recover them?

Password forgotten

In the login screen, you can click on 'Reset password' at the bottom of the pop-up
After filling in the requested information, you'll receive your new temporary password by email.

Username forgotten

First click in the login screen on 'Reset password' at the bottom of the pop-up. You then have the option to continue clicking on 'username forgotten'. Fill in all requested information. You will receive your username by email.

How to log in the first time with eID or certificate?

The standard procedure includes login with username and password.

If he wishes, the Responsible person in charge can increase the security level by connecting with eID or with a certificate.

The method defers depending on whether you wish to login with eID or with certificate for 1 company or for more companies:

 

eID/certificate for 1 company (characterized by 1 company number/VAT number)

First of all the Responsible person in charge needs to change the security level in the ‘User management’.

After the modification in the ‘User management’, you need to link your data to your account, the first time that you connect with eID/certificate. This is possible by clicking on the button ‘First login with eID /certificate’.

Once connected, you can simply login with your eID/certificate instead of with your username and password.

 

eID/certificate for more companies (with different company numbers/VAT numbers)

If you wish to use your eID/certificate for more companies you need to take next steps:

1. Link your eID/certificate to your account. This is possible by clicking on the button ‘First login with eID/certificate’.

2. Send the data of the different companies, for which you want additional security, to Fost Plus by e-mail business.administration@fostplus.be.

Important: This security level is an additional security. When you connect, you’ll first need to identify yourself with your eID/certificate. Then you’ll have to log in with the username and password to indicate for which one of the companies you want to use the application.

 

Attention: In case of a new identity card or a new certificate, you’ll need to link your data again to your account by clicking on ‘First login with eID/certificate’.

Register

What are the advantages of the online declaration?

Submitting the declaration online offers several advantages:

  • All declaration types,that are possible for your company, are available.
  • For each declaration type, you can find more information in the infocard.
  • You will be guided step by step through the declaration flow so that you avoid mistakes in your declaration.
  • The contribution of your declaration is immediately calculated.
  • There are several reports available in excel and / or PDF.
  • You also have more time to submit your declaration. You have time until 28 February to submit the online declaration. A declaration on paper has to be submitted before 31 January.

Can I still submit a declaration on paper?

Should you wish to submit a declaration on paper, please consider the following:

  1. A declaration on paper should arrive at Fost Plus before the 31st of January. Following this date, Fost Plus will expect an online declaration.
  2. Should your company not be registered for FostPack or ePack, you can still submit a declaration on paper. At a later stage, however, you will only be able to work with FostPack application, not ePack.
  3. Should your company be registered for ePack, it will not be possible anymore to submit a declaration on paper because Fost Plus will not be able to treat the declaration in ePack and on top of that the data for the VAL-I-PAC declaration would also be missing.

How can the Responsible person in charge give several users access to the application?

The registered Responsible person in charge can create and manage several users with the help of the “User Management” application.

Not only has the Responsible person in charge the possibility to create several users and give all of them access to one or more contracts, he can also separately define the various user rights. As an example, the Responsible person in charge can create a user who can only manage packaging sheets or a user who merely can consult the stored data.

It will also be possible for the Responsible person in charge to point out another “Administrator” who will be able to create other users apart from the usual application access and rights he will be entitled to.

What if the Responsible person in charge has to be changed?

In the event of a change of the Responsible person in charge, the company will have to inform Fost Plus instantly. Fost Plus will then inform the company on the necessary steps to undertake.

How many persons can register?

Only one person per company, determined by a unique company or VAT number, can register as the Responsible person in charge.

The “User management” application allows the Responsible person in charge to add and manage other users.

What does a registration as a Responsible person in charge mean?

One single person only can register as the Responsible person in charge. As soon as the Responsible’s request has been validated by Fost Plus, he or she will carry the following responsibilities:

  • The Responsible person in charge can create and manage users. He or she will also define to what other contracts (= membership numbers,…) the users have access to and what their rights will be
  • The Responsible person in charge is responsible to modify the user data should a change have occurred in a company related matter. 
  • The Responsible person in charge is responsible for blocking a registered user should the latter no longer have access to certain data as a consequence of company related changes.
  •  ...

It is important to read attentively the 'Criteria for the use of an online declaration' in order to have all necessary information with regards to the responsibilities of the registered user.

Do I choose FostPack or ePack?

Please be aware that the choice that you make is extremely important. In fact, the choice you make is final. It will not be possible to switch to another application at a later stage.

With FostPack, all Fost Plus members can submit an online declaration. Every declaration system that fits the member’s needs will be available in FostPack. This implies that FostPack will also offer the possibility to use a simplified declaration system form if your company meets the requirements.

With ePack, members of both Fost Plus and VAL-I-PAC can submit a joint detailed declaration for both organisations. The only declaration possible will be the detailed declaration based upon packaging sheets.

Will I be able to change the chosen application at a later stage?

Once you made your choice for one or the other application, there will be no way back. It will not be possible to switch to another application.

Tips and information FostPack

How to correct my submitted declaration?

A correction can be created as soon as your previous declaration is processed.

If you need to correct your declaration, click on 'Make Correction' and specify the reason for the correction.

Select the declaration you want to submit and tick the additional question if you also have to declare service packaging and / or mandates for service packaging.

Modify your declaration and go through all the steps of the declarationflow. At the end you can confirm your declaration.

Caution: 
A correction replaces your previous declaration. So make sure it is complete and do not only send the missing information.

How do I manage my packaging sheets and mandates without creating a declaration?

You do not have to wait until the new declaration year is available to be able to manage your packaging sheets or mandates. Also during the year, you can manage and create packaging sheets and mandates.

To do so, go directly to "Packagingsheet Management" or "Mandates" in the menu (green bar) at the top.

Can I import data to and export data from FostPack?

  1. While submitting a detailed declaration, FostPack offers the possibility to import new packaging sheets as well as quantities. You can already consult the manuals below.

    New packaging sheets can be imported with an xml-file as well as an xlsx-file*. The manual, templates and examples are to be found in FostPack. To do so, click on the button 'Import Fiches' in the menu 'Packaging sheet Management' or in the declarationflow - 'Packaging sheets in the current declaration'.

    The quantities can be imported with an xlsx-file*. You will find the manual, templates and an example in the declaration flow. To do so, click on the button 'Import amounts'  on the screen 'Packaging sheets in the current declaration'. You can create a valid importfile where you only have to fill in the numbers by clicking on the button 'Export list'. The xlsx format is generated through the package of Microsoft Office 2007 or later editions. If you are using an earlier version, you can download the Microsoft Compatibility Pack to open, edit and save files in the new format.

  2. You also have the possibility to create a file of the packaging sheets to import the data in the Valbase program. This export can be found in the menu 'Packagingsheet Management'.

TIP: You can export the data based on a search if you do not want to export all the packaging sheets.

What type of declaration can I submit via FostPack?

All declaration types that are possible for your company, are available in FostPack.

Can I make reports in FostPack?

You have the possibility to run reports in the menu 'Reports' and in the declaration flow.

Per declaration type you'll find different reports that can be extracted to Excel and/or Pdf.

How to start a declaration in FostPack?

It is easy to submit a new declaration.

Please click on “Declarations” in the menu at the top. You can then select the declaration year and choose to submit a new declaration.

Next you indicate what kind of declaration you wish to submit and tick the additional question if you also have to declare service packaging and / or mandates for service packaging.

Fill in your declaration by going through the different steps of the flow.

Finally, you confirm your fully completed declaration to Fost Plus. Should you not wish to send your declaration to Fost Plus immediately, you can save it, modify it if necessary, and send it at a later stage.

Tips and information ePack

How to start a declaration in ePack?

It is easy to submit a new declaration.

Please click on “Declarations” in the menu.  You can then select the declaration year and choose to submit a new declaration.

Next you indicate if you also need to declare service packaging or mandates regarding service packaging. Click next and follow the different steps.

Finally, you confirm your fully completed declaration to Fost Plus and VAL-I-PAC. Should you not wish to send your declaration immediately, you can save it, modify it if necessary, and send it at a later stage.

How to correct my submitted declaration in ePack?

If you need to correct your declaration, click on 'Make Correction' and specify the reason for the correction.

Next you need to indicate if you also have to declare service packaging and / or mandates regarding service packaging.

New in FostPack and ePack

What are the new features?

Mandates and weights can be uploaded via Excel or XML

On the screens ‘service packaging mandates From’ and ‘service packaging mandates To’ you can upload the companies that have received or given a mandate via Excel or XML, both in the menu and during the declaration.

You can also upload the weights for the existing mandates while creating the declaration.

You can find the manual and an example in the application by clicking on the buttons ‘Import mandates’ or ‘Import weights for mandates’.

In the menu ‘packaging sheet management’ you can, in first instance, only see the valid packaging sheets. In the menu ‘packaging sheet management’ you will see the valid packaging sheets first.

In the ‘Packaging sheet management’ a search result of ‘valid packaging sheets’ is active for the current  year.

If you want to see all the packaging sheets, the closed ones included, you have to click on the button ‘show all sheets’.

Adjust the product family in a new packaging sheet.

You can change the product family in a packaging sheet as long as it is not linked to a confirmed declaration.

From now on, some reports show the tariffs of the current year + 1 (as soon as the tariffs are available).

As soon as they are available, you can consult the new tariffs of the current year + 1 in the following reports:

  • In the menu : ‘reports’ – ‘detailed declaration’: overview with quantities and contribution.
  • In the menu ‘packaging sheet management’ – ‘overview details packaging sheets’ (on selection or after search).
Re-usable packaging

You can only link the weights of re-usable packaging to the specific product family with only re-usable packaging (B10, B20, B30, B40, B50, B60, B70). This reduces the risk of errors.

Which features have been added previously?

It is now possible to close more packaging sheets at once via an import file

It is now possible to close more packaging sheets at once via an Excel file. The easiest way to do this is by using the Excel file template available in the application. Then you only have to enter the data. In the menu ‘Packaging sheet management’ you can click on ‘Close sheets via import’. On this page, you can download the manual and export the sheets.

New Report in the menu  "Packaging sheet Management"

A new report with all details of the packaging sheets is available in the menu "Packaging sheet Management”. The report "Overview details packaging sheets" can be requested on a selection (per page) or after a search.

More search functions in the ‘advanced search’ of packaging sheets

More search functions have been created in the 'advanced search':

  • Date of creation
  • User who created the packaging sheet (the username must be entered)
  • Date of last update
  • User who has modified the packaging sheet (the username must be entered)
  • Number of main packaging elements
  • Price/sheet
  • Amounts (only in the search within a declaration)
  • Total contribution of a sheet (only in the search within a declaration)
Date 'valid until' in a packaging sheet can be removed:

In the details of the packaging sheet, the date 'valid until' can be removed while the card with that date 'valid until' is not a confirmed declaration. Once the sheet with that end date is confirmed in a declaration, the date can not be removed any more. 

Page selection and sorting are retained in the overview of packaging sheets:

Sorting and page selection are retained after an action on the screen ‘Packaging sheets overview’.

Additional information in the 'Packaging sheets overview’:
  • At the bottom right you can navigate between the different pages with packaging sheets. The first and the last pages are always displayed;
  • At the bottom left you can see the total number of lines;
  • After a search you can also see the total contribution and the total amount of the result.
Additional information in the mandates overview:
  • At the bottom right you can navigate between the different pages with mandates. The first and the last pages are always displayed;
  • At the bottom left you can see the total number of lines.
Correction mandates service packaging

For wrongly given mandates for service packaging, you can now create a correction with the weights to 0. Both ranks can't be blank.

It is now possible to delete more packaging sheets at once

It is now possible to delete more sheets per page (max 100 sheets) at once if they have not yet been used in a confirmed declaration.

The functionality of the red cross (remove 1 sheet) has been maintained. 

Session stays active for a longer period

The session now expires after 30 minutes of inactivity instead of after 10 minutes.

The pencil icon is now shown as the first icon

The icon to edit is now shown as the first icon. It's also become a clearer icon.

User management

What rights can the Responsible person in charge give to other users?

The Responsible person in charge will define for each individual user what contracts he will have access to and what rights he will have.

These are the rights that can be assigned:

  • Administrator: This user has got all rights. If you want to make a user Administrator, then only indicate this checkbox. Do not indicate other rights. If you wish to give that user also the right to create other users, then you need to modify the user and indicate 'Administrator' in the first tab.
  • Consult All: this user can only consult all data but he will not be able to modify anything.
  • Edit Address: this user can only check and manage the address data. (Only in FostPack)
  • Edit All with Confirmation: this user can submit the complete declaration and send it through. This user has no Administrator rights.
  • Edit All without Confirmation: this user can submit the complete declaration but cannot confirm it.
  • Edit Products: this user can only manage packaging sheets but does not have access to other data.

What if the Responsible person in charge has to be changed?

How to deactivate a user?

If you want to delete the acces of a user, you need to deactivate the user. Open the user in "User Management" and check the box 'not active'. Completely remove a user is not possible.

I experience problems with the application 'User Management'.

The application 'User Management' is only supported by the Microsoft browser, ie Internet Explorer. If you're using another browser like Google Chrome and Firefox, you can experience problems with the User Management.

Through the installation of plugins by your IT department may be ensured that you still can use the application. Contact Fost Plus in order to receive more information.

Why is there an application 'User Management'?

Only one person per company can register as the Responsible person in charge. However, it is likely that various company members need to use the application.

That is why the Responsible person in charge can create other users in “User Management”.  As a result whereof, more company members will have access to the application.

System requirements

What are the minimum system requirements?

The website and the applications require Windows 7 or a later version as operating system.

What are the conditions for the use of the Fost Plus software?

The affiliated company and its Responsible Person undertake the necessary actions and measures to meet the following conditions:

  • The use of the software that Fost Plus is providing, requires an operating system and a browser that are supported and/or patched by the vendor. You can find this information on the websites of these suppliers.
  • Browser plugins such as Java, Silverlight have to be updated automatically.
  • An Anti-malware (antivirus) software must be installed on the device that is used and this software has to be updated automatically.
  • Login data (user name, password and certificate) are strictly personal and may not be passed on to third parties. The user takes all precautions to protect his password against theft and copying. In the event of abuse or suspicion of abuse, the user reports this immediately to Fost Plus.
  • The use of the Fost Plus software on a public pc is strongly discouraged because of an increased safety risk.

Fost Plus reserves the right to take measures or to interfere to guarantee the continuity and the proper, safe functioning of its software.

Which browser should I use?

The applications are only supported by the Microsoft browser, ie Internet Explorer. If you're using another browser like Google Chrome or Firefox, it is possible that you experience some problems while using the applications.
