Everything you need to know about the new European packaging legislation
With the new Packaging and Packaging Waste Regulation (PPWR), the European Commission is introducing ambitious targets for the packaging sector regarding prevention, reuse, recycling and recycled content. The new legislation came into force on 11 February in all member states of the European Union and will have a major impact on all companies placing packaged products on the market.

PPWR in a nutshell
The PPWR has a significant impact on all companies that place packaging and packaged products on the market.
- The same rules apply across Europe. The PPWR is a regulation, which means that the new legislation takes effect immediately in all EU countries and therefore does not require transposition into national law. This ensures a level playing field throughout Europe, with uniform rules for all.
- Clear criteria for recyclability. Not only must all packaging be at least 70% recyclable by 2030, but the criteria to be met for packaging to be considered recyclable will also become much stricter and more specific. Each type of packaging will receive a score (A/B/C/D/E), and the lowest-scoring packaging will have to be removed from the market.
- Minimum targets for recycled content. The PPWR sets specific targets for the use of recycled material (recycled content) in plastic packaging. The minimum percentages for 2030 range from 10% to 35%. The aim is to stimulate recycling markets and ensure that the circular loop is actually closed.
- Focus on prevention and reuse. Europe is seeking to reduce the volume of single-use packaging on the market. By 2030, member states must cut the total amount of packaging by 5% compared to 2018. Certain packaging types will be banned entirely, and minimum targets will be introduced for the reuse of beverage packaging and transport packaging.
