PPWR Insights 8: mandatory registration in the producer register — Fost Plus handles it for you
The European PPWR requires every producer to register in a national producer register. As a Fost Plus member, you don't need to take any action: Fost Plus handles this registration collectively on behalf of all its members, at no additional cost.
What does the registration requirement entail?
The PPWR requires every producer — meaning every company subject to extended producer responsibility (EPR) — to register in the national producer register. This applies to all household packaging placed on the Belgian market.
Companies that are not members of Fost Plus or another recognised EPR organisation can register directly through EPRiBEL (formerly IVC-CIE).
Good news: as a Fost Plus member, you don't need to do a thing
Fost Plus handles the registration collectively on behalf of its members. This comes with concrete benefits:
- Your administrative burden is zero — Fost Plus takes care of everything.
- Registration costs are expected to be significantly lower than individual registration.
- Any annual registration fee will in any case only be charged as from the calendar year 2027.
Valipac takes a similar approach for industrial packaging.
What information does Fost Plus need?
Fost Plus already holds the vast majority of the data required. Where additional information is needed to submit a complete and correct registration file, you will receive a targeted request via the MyFost member portal. We will then ask you to review and complete your details so that registration can be finalised without delay.
What happens after registration?
After confirmation by the authorities:
- you will receive your official registration number via Fost Plus;
- Fost Plus saves this number in your customer environment in MyFost, so you can access it easily at any time.
Special situations
Foreign producers
Under the PPWR, from 12 August 2026, foreign producers are required to be represented by an Authorised Representative for EPR. This representative must (1) be established in Belgium and (2) be registered with EPRiBEL.
Sellers on e-commerce platforms
Since the amendment to the Cooperation Agreement on the prevention and management of packaging waste has not yet been approved, there remains uncertainty regarding the registration requirement for sellers on e-commerce platforms. Under the PPWR, they may issue a written mandate to the platforms to fulfil their EPR obligations on their behalf. Fost Plus requests the required data for these sellers from the platforms, in consultation with the authorities. The platforms receive confirmation of the registration from Fost Plus. If sellers are subsequently required to become individual members, Fost Plus will handle this retroactively.
