There are different declaration systems depending on your company, your sector and the type of packaging you bring onto the market. Below is an overview of the various systems and their characteristics. The online application provides an overview of all the declaration systems that your company can submit in a given year.

Detailed declaration

Who can submit the detailed declaration?

Any company that brings household packaging onto the market can submit a detailed declaration to Fost Plus.

What does the detailed declaration entail?

In the detailed declaration, your contribution is calculated based on the amount of packaging you bring onto the market and the exact composition. As a result, the contribution is completely tailored to the packaging your company brings onto the market.

How do I submit the detailed declaration?

Draw up a packaging sheet for every type of packaging you bring onto the market. In it, provide information about the packaged product, the weight and the materials used.

You can continue to use the packaging sheets you used for your first declaration for subsequent declarations. You must only draw up a new packaging sheet for new packaging or packaging that has been changed.

You only need to draw up one packaging sheet if you use the same packaging for different products.

Fixed-price declaration

Who can submit the fixed-price declaration?

Only companies with a turnover of less than 15,000,000 euros on the Belgian market for household packaging may submit a fixed-price declaration to Fost Plus.

What does the fixed-price declaration entail?

The fixed-price declaration is a simplified declaration system. You pay a fixed, flat-rate contribution per packaging you bring onto the market. This contribution is set for every product category and is reviewed annually.

How do I submit the fixed-price declaration?

You indicate, for every packaged product, the number of consumer units that you have brought onto the market in the past year. The consumer unit is the smallest unit that can be purchased by the consumer. Usually this corresponds to the unit on the shop shelves. Exception to this rule is the multipack, which is a collective packaging in which, for example, six bottles of soft drinks or water are sold. In this case, you should indicate six consumer units.

Turnover declaration

Who can submit the turnover declaration?

Companies that fulfil a number of specific conditions can submit a turnover declaration. One of the conditions is that you bring a maximum of 100 tonnes of packaging onto the market every year.

What does the turnover declaration entail?

Companies wishing to submit a turnover declaration must first have submitted a reference declaration of another type. Your turnover is calculated based on the data in this reference declaration and the evolution of your annual turnover on the Belgian market.

How do I submit the turnover declaration?

All you need to do is list the turnover of the past year (or of the past two years if it is your first turnover declaration). This can be your company’s total turnover or just the turnover of the products for which you are submitting a declaration. Once you have made this choice, you must adhere to the same principle every year.

Declaration for service packaging

Who can submit the declaration for service packaging?

All companies that include service packaging in their declaration.

Service packaging is applied at the point of sale, usually at the time of purchase. Typical examples include bread bags, wrapping paper, pizza boxes, containers for processed meats, shopping bags and disposable cups.

What does the declaration for service packaging entail?

Your contribution is calculated based on the total weight per material in the simplified declaration system.

How do I submit the declaration for service packaging?

The way in which you must submit the declaration depends on your specific situation. In certain cases, companies can also choose to give or receive a mandate from other companies for the declaration. You can find more information about this subject in the info card.

Declaration for wines and distilled beverages

Who can submit the declaration for wines and distilled beverages?

This declaration system is for companies operating in the wines and distilled beverages sector and applies to glass bottles, stone jars, cubitainers, cans and secondary packaging (crates, boxes, etc.) that are used for wines and spirits.

What does the declaration for wines and distilled beverages entail?

Fost Plus defined a number of standard references for the packaging of wines and distilled beverages based on their average weight, including labels and corks. The contribution is calculated based on this reference and the amount of packaging you bring onto the market.

How do I submit the declaration for wines and distilled beverages?

List the amount of packaging you brought onto the market for every reference.

Declaration for the press and publishers

Who can submit the declaration for the press and publishers?

The declaration for the press and publishers can be used by companies operating in the press and publishing sector and applies to the packaging around magazines, publicity and other printed material.

What does the declaration for the press and publishers entail?

Fost Plus developed a number of standard references for packaging in paper and cardboard (up to 150g) and plastic (up to 16g). The average weight of 100 packaging units was calculated for every reference.

How do I submit the declaration for the press and publishers?

For every reference, list the amount of packaging units (per 100) that you brought onto the market.
